This prove the unchanged culture of this famous Akihabara area. I remember go there to look for some useful 2nd hand board to make something out of it. (by taking parts, I mean), when I was studying an electronics in high-school.
What I like this image is you focused to the patterns, The legs of those people and especially the plastic bag on hand telling enough to the audience. It's simplified very well. It';s very easy to frame whole body in, but this way, it's more effective.
